1. [LUNA-8604] New resource get streams count with the same stream filters as in get streams.

Bugs fixed:

1. [LUNA-8680] Description of get streams logs was updated. Clarified the logging process and availability: logs with status in_progress appear only on stream reconnection, while in other cases logs become visible only when their status changes. Consecutive logs with identical statuses are not recorded repeatedly.
