Improvements:

2. [LUNA-8759] The user_data candidate filter and the like/nlike operators for the meta candidate filter are matched case-insensitively. See matching policy for details.

Bugs fixed:

1. [LUNA-8722] Default values were not shown for the policies.detect_policy.face_quality.checks parameters in the API specification. The default value is now specified for the estimate and threshold parameters of every face quality check. See the create handler request spec. The service behavior is unchanged.
