Bugs fixed:

1. [LUNA-8662] Fix frame skipping algorithm when source fps is not a multiple of target fps.

2. [LUNA-8770] The data.rotation parameter was incorrectly documented in the create stream request spec for streams with orientation_strategy set to video_info. The service does not apply a user-defined rotation for the video_info orientation strategy (the rotation angle is always read from the video metadata), so the parameter was never accepted for such streams. The spec no longer lists data.rotation when orientation_strategy is video_info. Behavior for orientation_strategy static is unchanged.
