Improvements:

1. [LUNA-8870] Removed redundant liveness license check from POST /liveness. The license check is performed by the Luna Remote SDK service. The liveness license feature is no longer requested from the Luna Licenses service.

2. [LUNA-8913] The license receiving error handling logic was updated. Single errors no longer cause the service to respond with 403 immediately.
